Saad Ahmed · Founder4 min read

Short answer

Building an app in the Washington DC area costs more than the national average because local developers cost more: the metro median software developer earns $154,930 a year (BLS, May 2025), about 14% above the US median. With benefits and payroll costs, one in-house developer costs a company about $226,000 a year. As of October 2026, Clutch-listed agencies with local teams mostly bill $100 to $199 an hour, and offshore teams often bill $25 to $49.

Key takeaways

  • The Washington DC metro median software developer wage is $154,930 a year, about 14% above the national median of $135,980 (BLS, May 2025).
  • Wages are 68.5% of employer compensation cost for private full-time workers, so one median developer costs about $226,000 a year, or about $109 per paid hour.
  • Clutch's top 12 Washington DC developers split evenly across $25–49, $50–99, $100–149 and $150–199 an hour; the top-ranked firm is based in Tampa.
  • AI coding agents make first drafts, prototypes and tests cheaper; deciding what to build, review, security and integration stay expensive.

What developers earn in the Washington DC area

The Bureau of Labor Statistics publishes wages for the Washington-Arlington-Alexandria metro area, which covers DC, Northern Virginia (including Fairfax County) and suburban Maryland. Start your budget there. Every option you buy from has to pay these wages.

Data scientist$132,200$63.56$120,230
Computer and IT manager$195,190$93.84$175,140

Levels.fyi, which collects self-reported pay including bonuses and stock, puts the median software engineer in Northern Virginia and DC at $160,000 a year, from 1,699 submissions.

What one in-house developer costs a company

Salary is only part of the cost. The Bureau of Labor Statistics found that for private-industry full-time workers in June 2026, wages made up 68.5% of what employers spend on compensation. Benefits and payroll taxes make up the rest.

Case in point, for one median local developer:

  • $154,930 salary ÷ 0.685 = about $226,000 a year in compensation cost.
  • $226,000 ÷ 2,080 paid hours = about $109 per paid hour.
  • Two developers: about $452,000 a year.

That figure still leaves out recruiting, equipment, software, management time and the weeks before a new hire is productive. In other words, it's a floor. A small product also needs more than one skill: design, testing and someone to own the roadmap.

What Washington DC area agencies charge

Clutch lists rates for firms that collect verified client reviews. On October 7, 2026, its top 12 software developers for Washington DC split evenly across four rate bands.

$100–149Saritasa, Fuselab Creative, ElevateTampa, Tysons and DC
$150–199Orases, Sthenos Technologies, WhirlWind TechnologiesDC, Tysons and Oxon Hill

Read that table carefully. A DC address doesn't mean a local team: Clutch's top-ranked firm for Washington DC is based in Tampa, and a $25 to $49 rate usually signals delivery from overseas. Clutch also notes that it may earn a fee for some placements.

Nationally, Clutch puts the average software project at $132,480, with most reviewed projects coming in under $50,000 and US firms most often billing $50 to $99 an hour.

Why government contracting raises local prices

Many technology firms in the Washington DC area sell to federal agencies, and that work often requires security clearances. Firms building for agencies staff and price for it, and they hire from the same pool of developers you do. A private company that hires into that market competes with government demand it doesn't need.

Cosmic works only for private companies. We don't do government work or hold clearances, so nothing in our pricing covers that overhead.

How AI-assisted delivery changes the math

AI coding agents cut the cost of some work sharply. Other work costs the same as before.

What gets cheaper:

  • First drafts of code. Our agent control plane produced 23 pull requests in one unattended 8-hour run for $1.42 in model costs.
  • Prototypes and tests. A subscription marketplace we built in six days shipped with 30 database tables, row-level security and about 470 automated tests.
  • Repetitive changes across many files, such as upgrades and renames.

What stays expensive:

  • Deciding what to build. An agent builds the wrong thing as fast as the right one.
  • Review, security and architecture. Someone accountable still has to read and approve every change.
  • Integration with your data and systems, where most real projects get stuck.

As Saad puts it: "AI makes code cheap, but also expensive to repair and fix when AI builds bloated features no one uses." Net net: ask any firm what its agents do and who reviews their work. Then ask how the savings show up in your price.

How Cosmic prices a build

Cosmic is a core team of four in McLean, Virginia, with AI agents doing much of the repetitive build work. We price per sprint, agreed before it starts, plus an outcome-linked fee tied to a business number we set with you in discovery. Quotes come on a short first call. The details are in how AI consulting is priced, and early-stage products are covered in how much an MVP costs.

When Cosmic isn't the right pick: you need a large team for years of ongoing work, your project requires cleared staff, or you have a strong internal engineering lead and only need extra hands at the lowest hourly rate.
